Mobile phone area codes in the Philippines are composed of three digits and always start with the number 9.

Originally, there were only three prefixes or area codes used for mobile phones: 917 for Globe Telecom, 918 for Smart Communications and 973 for Express Telecom, the three existing mobile companies at the time.

As service grew rapidly throughout the 1990s and even until today, existing codes have been exhausted and new codes have been added to fulfill demand. Source: Wikipedia
