Helmet Law (RA# 10054)


Helmet Law (RA# 10054)
signed into law by Former President Gloria Macapagal-Arroyo in March 2010 

Whenever I commute or go out of the house, I see a lot of motorcycle riders on the street. According to the LTO they will strictly enforce the Helmet Law starting January 2013 as mandated by the DOTC-DTI joint memorandum agreement.  

I am posting the Helmet Law (RA# 10054) here as a gentle reminder to motorists to wear a standard protective helmet every time they go out in the streets including the back riders as provided by law.

The LTO's Administrative Order for the IRR of Helmet Law (RA# 10054)

SALIENT PROVISIONS:
1. All Motorcyle riders including back riders to wear standard Helmet at all times whether long or short rides.

2. Standards for Helmets:
       a. ECE R22
       b. British Standard (BS 6658)
       c. TIS
       d. DOT
       e. JIS
       f.  SNELL

3. When buying Helmet, see to it that it has PS or ICC Marking to be sure that the Helmet is complying to the above Standards.

4. Penalties for not wearing Helmet:
     a.  Php   1,500.00 - 1st Offense
     b.  Php   3,000.00 - 2nd Offense
     c.  Php    5,000.00 - 3rd Offense
     d.  Php  10,000.00 and confiscation of driver's license -   4th and succeeding Offenses.

5. Effectivity: 15 Days after the publication of the Administrative Order.

UNE ECE R22 can be identified by the following mark and labelling requirements:

1. An "E" symbol followed by a number of smaller size inside a circle is permanently sewn in the chin strap. It indicates the series, country of origin, of of helmet (half, quarter or full face) and the production code of the shell.
2. On the visor integrated into the shell, a marking of the same same "E" mark is found on the left side of the visor.

Without these marks, your Helmet with UN-ECE R22 sticker at the back of the shell, does not comply with the standard regulation.

It's not the ICC... It's more of helping riders identify the correct helmet they want.
